APNG plug-in lets you load and save apng files in GIMP:

First, download windows binaries and unpack them in here:
“C:\Program Files\GIMP-2.0\lib\gimp\2.0\plug-ins”

Second, don’t forget to use “PNG+APNG” filetype for both opening and saving APNG files from GIMP. That second step is important, because you don’t want to use a regular “static PNG” plugin for loading and saving.
